Government of Karnataka District Administration (Dakshina Kannada), Karnataka State Commission for Protection of Child Rights, Directorate of Child Protection, Department of Women & Child Development, District Legal service authority, District Child Protection Unit Child line Dakshina Kannada, Police Department in collaboration with Family Cosmos Forum, Department of MSW, School of Social Work, Roshni Nilaya, Mangalore organised a workshop on 24 January, 2024 at 9.30 am. The workshop was inaugurated by Dr. Tippeswamy, member of child rights protection committee Karnataka State. The chief guests for this programme were Mr. Dharmappa, Asst. Commissioner of police, Mangalore District, Mr. Dinesh Kumar, Asst commissioner of police Mangalore city, Mr. Renny D’Souza, Chairperson, Child Welfare Committee, Dr. Jenis Mary Vice Principal was the president on this occasion. Prof. Vineetha Rai HoD, Department of BSW, Sr. Lilly Pushpa, Resource person and Mr. Arun Nage Gowda member of the JJB were on the dais at the inaugural.

Mr. Kumar District child protection officer, Mangalore welcomed the guests & the gathering. He invited the inaugurator to deliver the inaugural address.
Dr. Tippeswamy said to commemorate the National Girl Child Day; it’s dedicated to raise awareness about challenges faced by girls and promote equality. He also emphasized the need to empower the girl child. Dr. Tippeswamy brought to light a few incidents that happened in Karnataka state about ten thousand school going girls being pregnant. Further he also quoted facts from Kannada Prabha newspaper about a school going girl child being unconsciousness, instead of treating her, the teacher had misused this innocent child.

Mr. Dinesh Kumar, Asst commissioner of police Mangalore city said he was inspired by Dr. Tippeswamy for being a role model to the Police Department. He has acknowledged that 50% of girls live as being homeless, Single parent, Street Children, Child Trafficking, Missing & Lost Child, Abused Child, Children engaging in Substance abuse and others are the targeted groups has been faced during the incidents that took place during the specific event .The Department of Police has destined to Schools and Colleges/Universities to interview with higher authorities has to plan out to organise the program about the Child Rights and Child Protection System according to do’s and does’ of an abusive event in a social environment. Those who have committed as vulnerable stuffs like drug abuse, corruption, begging in temples and in traffic to tackle the action by the Department of Police to the targeted groups.

 

 

 

 

 

Mr. Renny D’Souza, Chairperson Child welfare committee spoke on the Rehabilitation of children. Those who have committed a crime under the age of 20years JJ (Juvenile Justice) Act has to follow. He was addressing the audience on the principles and sections of JJ Act thoroughly. Further he spoke about the POCSO Act (Protection of Children from Sexual Offences Act, 2012). protect children from offences of sexual assault, sexual harassment and pornography and provide for establishment of Special Courts for trial of such offences. Vice Principal Dr. Jenis Mary began her session by this quote. ‘Be all things to all people’ further she spoke on the grief and the pain children in these difficult circumstances face. A few interventional techniques were highlighted by Dr. Jenis Mary Vice Principal, School of Social Work, Roshni Nilaya mentioned on one of the slogans she read on “Stop willing to have Child Marriage instead educate the young girl child. Prof Rai initiated the need to educate young minds.

Sr. Lilly Pushpa, state resource person the first resource person delivered her session on child Rights and the Child Protection System. Further she highlighted child’s development rights including Early Childhood Care, Right to Education, Play & Leisure/rest, Recreation, and access to cultural activities, Social Security, Information, Freedom of Thought, Religion, and Freedom from Violence. The problems of Children could be grouped as Negligence by the Government, Children with Terminal/Chronic Illness, Children at risk in Institution Care, Children at risk outside the family, Children at risk in the families and Children with Deviant behaviours. Finally to conclusion she mentioned that Child Welfare Police Officer has an important role to play. Duties and responsibilities of the child welfare Police officer and also the formation and Structure of SJPU was explained with the help of chart. The last slide has shown about Roles and Functions of SJPU.

Mr Umesh Nirmala member of the JJB was the second resource person. He quoted that the training will be helpful to handle cases on children more effectively

This workshop will help the police personel understand a girl child and women and treat them with respect and dignity. This programme will make them aware on the rights of children and to safe guard them. Lastly the audience had to take a pledge on Beti Bachavo Beti Padhavo.

Mrs. Prathiba proposed the vote of thanks. She thanked the guests and the resource persons.

The total number of participants for this programme were 200. Students of Medical & Psychiatric Social Work specialisation were a part of this collaboration.

The program has concluded at 5:30 pm.
